Mrs. Laura Trofin (PhD) is an expert in monitoring, evaluation and technical assistance, as well as management, in the following sectors: regional development, competitiveness, human resources development including employment, social inclusion and education, transport, European Territorial Cooperation, public administration reform and justice systems, strategic environmental assessment (SEA). Laura’s experience was gained in the last 15 years, in EU-wide projects (mainly related to Enlargement and Cohesion Policies of the EU or EIB loan programmes), in countries such as Turkey, Serbia, Albania, Hungary, Latvia, Italy, Romania, Cyprus. In their framework Laura Trofin carried out a wide range of studies, evaluations and M&E focused technical assistance services from ex-ante evaluations under the EU Cohesion Policy, interim and thematic evaluations in different policy settings (e.g. EIB, Swiss Contribution to the Enlarged European Union, EEA&Norway Grants to strategic, ex-post, impact evaluations, at national (Romania, Turkey, Serbia) and European level (Ex-post strategic evaluation of PHARE financial assistance, INTERREG III Ex-Post Evaluation).

Since 2011 Laura is also the Managing Director of QURES QUality REsearch and Support.

Mrs. Mariana Madalina Laba is a junior expert in evaluation and data collection at QURES since November 2015. She graduated International Relations and European Studies from University of Bucharest and received a Master Degree with a specialization in Evaluation of European Public Policy and Programmes at the National School of Political Science and Public Administration and a Master Degree specialized in History and Practice of International Relations in Bucharest, Romania. Her experience covers mainly the following areas: program and project evaluation, project management, data collection, Structural Funds, access to financial instruments of European Union, the EEA and Norway Grants. Untill now she contributed to a number of evaluation tasks and gained experience in evaluation of interventions financed from European Regional Development Fund, European Social Fund and Cohesion Fund of Cohesion Policies of the European Union. She has strong analytical skills and very good organizational and management skills.

Irina Lonean (PhD) is an expert in strategic and policy planning, monitoring, evaluation, administrative capacity building and management in the following sectors: formal and non-formal education, employment, social inclusion, youth, local governance and decentralisation processes, public and civic participation, justice, public integrity promotion and anti-corruption. Irina gained experience in over 8 years of working in national and international NGOs and think-tanks with a mission to promote democracy, the rule of law and integrity, developing and testing methods of youth participation and research based policies proposals as the main means to follow these objectives. She also provided technical assistance for several Romanian institutions (Ministry of Regional Development and Public Administration, Ministry of Labour, Ministry of Internal Affairs, Ministry of Public Finances) and international organisations (UNDP, UNICEF), carrying out research, policy and programme evaluations. In 2016 Irina was a personal advisor of the Secretary of State for youth within the Ministry of Youth and Sports.
